Public procurement in Spain

PLACSP: the Spanish procurement platform

PLACSP publishes procurement information and provides services for economic operators. Use the official record to confirm documents, changes and deadlines even when another tool helps you discover the tender.

Search before registering

Start with the public search and contracting authority profile. Read the current notice and associated documents; a contract already awarded is useful for research but is not necessarily open for bids.

Use subscriptions for discovery

The official subscription notice dated 3 February 2026 describes free email subscriptions covering Spanish public-sector tenders, including regional profiles. A business user account is needed for these services.

Submit through the stated channel

Follow the specific portal and submission instructions in the tender documents. An email alert, saved search or downloaded document does not submit a bid. Allow time to test signature and file requirements.

Follow the procurement record, not just the search result

Use the public search to identify the contracting authority and file reference. Open the contracting profile and look for the current notice, administrative conditions, technical specifications and subsequent changes. Save the original links in your bid file. A cached search result can describe an earlier version of the deadline or documents.

Check the status before preparing a bid. An award notice is useful for market research but may concern a closed procedure. A prior information notice is not automatically an invitation to submit. The title alone does not tell you which action is currently possible.

PLACSP also aggregates information from other procurement platforms. When the notice points to a regional platform, follow that link for the documents and submission instructions. Do not assume that every record discovered on PLACSP is submitted through the same technical tool.

Use subscriptions as a controlled discovery process

Choose keywords and CPV codes using examples of contracts your business could actually deliver. Test the search against those known examples before saving it. If relevant records are missing, adjust the terms; if most results are irrelevant, refine the scope. The official subscription service covers Spanish public-sector tenders including regional profiles and has no subscription charge.

Keep a periodic manual search as a cross-check. When an alert arrives, verify the current deadline and any amendments in the official record. Save the contract reference so you can identify the record again after a correction.

For submission, read the official guidance for the particular platform. Check accepted certificate, file formats, size limits and receipt process. Your search account, electronic signature and authority to represent the company are separate matters; a successful login does not validate all three.

Frequently asked questions

Does every PLACSP record use the same submission tool?

No. Follow the record to the relevant contracting profile and stated submission portal, including regional platforms where applicable.

Do I need an account to search public notices?

Public procurement information is accessible without treating it as a paid service; personalised subscriptions use a business user account.

Is an email alert enough to prepare a bid?

No. Check the current notice, documents, amendments and submission instructions in the official record.
